The Royal Government of Cambodia has outsourced its railway operations under a 30 year exclusive concession for Toll (Cambodia) Co., Ltd (Trading as Toll Royal Railway) to operate the Cambodian Railway Network. The ADB and AusAID have agreed to fund US$140m network and infrastructure upgrade, the upgrades include South Line (254 Km) from Phnom Penh to Sihanoukville, the North Line (388 km) from Phnom Penh to Poipet (line rehabilitation) and the Missing Link (48 km) from Poipet to Sisophon (line reinstatement).
Also included in the funding was provision for infrastructure including the construction of new inter-modal freight terminal on outskirts of Phnom Penh (Samrong)
Toll has a 55% shareholding in the railway concession and The Royal Group has a 45% shareholding in the railway concession
David Kerr has extensive international experience in railway concession management and was appointed as the Chief Executive Officer in November 2009
The business employs Sothyda Tauch as Financial Controller, Som Oeun Tith as SHREQ coordinator, Steve Windell as Operating Manager, Lay Buntek as Chief Infrastructure Officer, Gary Camp as acting Chief Infrastructure Officer and Terminal Development Manager and Pherinth You as the Human Resources and Administration Manager and employs a further 180 former Cambodian Railway employees to rehabilitate and maintain locomotive, wagons, railway track and infrastructure
Train services are scheduled to commence in October 2010 between Phnom Penh and Touk Meas
